Complaints Against Education/Training Programs

​​​The Kentucky Board of Nursing accepts complaints filed against programs of nursing (PN, RN, and APRN), certified medication aide (CMA) training programs, dialysis technician (DT) training programs, licensed certified professional midwife (LCPM) training programs, and sexual assault nurse examiner (SANE) training programs in Kentucky. Complaints filed against approved Kentucky education/training programs regarding a violation of Kentucky statute(s)/regulation(s), Kentucky education law, or the program's written policies/procedures, as well as complaints filed against unapproved programs operating in Kentucky, will be investigated by Board staff. The Board has no purview over school policies, grades, or conflicts between students and faculty.

Placing a complaint




You may place a complaint by clicking on the blue FILE A COMPLAINT AGAINST AN EDUCATION/TRAINING PROGRAM​ button at the top or bottom of this page. You may submit a complaint anonymously; however, if you submit an anonymous complaint, you will not be notified of the outcome. Once you submit the complaint, if you opted to provide your contact information, you will receive an email confirming receipt of your complaint. At the conclusion of the review/investigation, you will notified of the outcome if you have requested notification. 


Which education/training programs can a complaint be placed against?

Who can place a complaint?

  • Students actively enrolled in one of the above-listed programs;
  • Previous students of one of the above-listed programs;
  • Faculty or staff of one of the above-listed programs; and
  • A member of the general public.

For what reasons can a complaint be investigated?

Necessary Documentation


The complaint form will ask you for the following information/documentation that you should have ready to upload before beginning:

  • ​The name of the school/institution against which you are placing a complaint;
  • The address of the school/institution against which you are placing a complaint;
  • The names of individuals involved in the event(s) leading to your complaint;
  • The names, phone numbers, and email addresses of any witnesses to the event(s) leading to your complaint;
  • The name and address of the clinical facility involved in the event(s) leading to your complaint (if applicable);
  • A copy of the student handbook;
  • A copy of the course syllabus if the complaint is regarding a specific course;
  • A copy of your grievance and the grievance outcome if you have filed a grievance with the school/institution; and
  • Any emails, text messages, or other documentation that supports your complaint.​​

Potential Outcomes




​​No Violation:

Complaints are closed with a disposition of No Violation when the basis for the complaint is not under the purview of the Kentucky Board of Nursing to investigate. Complaints regarding school policies, grades, and conflicts between students and faculty are disposed as No Violation​ unless there is a clear violation of the above-listed Kentucky statutes/regulations, Kentucky education law, or the program's written policies/procedures.


​​Unsubstantiated:

Complaints are closed with a disposition of Unsubstantiated when the basis for the complaint does fall under the purview of the Kentucky Board of Nursing to investigate, but the investigation yields no evidence of a violation of the above-listed Kentucky statutes/regulations, Kentucky education law, or the program's written policies/procedures.


Substantiated:

Complaints are closed with a disposition of Substantiated when the basis for the complaint does fall under the purview of the Kentucky Board of Nursing to investigate and the investigation yields evidence of the above-listed Kentucky statutes/regulations, Kentucky education law, or the program's written policies/procedures. If a complaint is disposed as Substantiated, the Program Administrator of the program will be contacted by Board staff with requirements to correct the violation(s). 

Other Recourse




​Students wanting to place complaints are highly encouraged to complete the grievance process for their program/institution before submitting a complaint to the Kentucky Board of Nursing. 


​Other options an individual or student may wish to consider are to report t​he concern to the accrediting body that accredits the program (if applicable), the accrediting body that accredits the college (if applicable), the Kentucky Council for Postsecondary Education, or seek outside legal counsel.
