Licensure of Foreign Educated Nurses

Graduates of Foreign Nursing Programs

All foreign educated nurses who are applying for a Kentucky nursing license are required to have a VisaScreen certificate issued by the Commission on Graduates of Foreign Nursing Schools (CGFNS). External Link - You are now leaving the .gov domain.

Before a permanent Kentucky nursing license will be issued, a copy of a valid social security card must be provided to KBN.

NCLEX Eligibility and Authorization To Test (ATT)

After review of your KBN application, the VisaScreen  certificate, the criminal history report from AOC, you will be made eligible to sit for the NCLEX examination. After being made eligible to test, you will receive an Authorization to Test (ATT) from the testing service.

If you registered via the Internet or by telephone and provided a valid email address, your ATT will be sent to your email address within 3 business days of the date KBN makes you eligible to test.  If you register by mail, it may take up to 4 weeks to receive your ATT.  If you lose your ATT, you must contact the testing service, not KBN. 

After you receive your ATT, you may contact Pearson/VUE to schedule a test date.

Receiving A Permanent Kentucky License by Examination

After KBN receives notification from Pearson/VUE that you passed the NCLEX examination, you are eligible for a Kentucky nursing license.  BEFORE a nursing license will be issued, you must present a copy of a valid social security card to KBN.
